BBBEE Certificates

BBBEE stands for Broad-Based Black Economic Empowerment, is a policy and legislation framework that aims to redress the inequalities and injustices of the past, especially those caused by apartheid, by promoting the economic participation and empowerment of black people in the South African economy. BBBEE certificates are important for companies that want to do business with the government, public entities, or larger companies.

BBBEE certificates are also important for companies or entities that want to benefit from the preferential procurement, enterprise development, and socio-economic development opportunities that are linked to BBBEE compliance.

EME stands for Exempted Micro Enterprise, which is a type of company or entity that has an annual turnover of less than R10 million. EMEs are automatically recognised as BBBEE compliant, without having to undergo a verification process by an accredited verification agency. EMEs that are at least 51% black-owned are recognised as level 2 BBBEE contributors, while EMEs that are 100% black-owned are recognised as level 1 BBBEE contributors. EMEs only need to obtain an affidavit or a certificate from BBO Consulting to confirm their BBBEE status.

 

QSE stands for Qualifying Small Enterprise, which is a type of company or entity that has an annual turnover of between R10 million and R50 million. QSEs are also automatically recognised as BBBEE compliant, without having to undergo a verification process by an accredited verification agency. QSEs that are at least 51% black-owned are recognised as level 2 BBBEE contributors, while QSEs that are 100% black-owned are recognised as level 1 BBBEE contributors. QSEs only need to obtain an affidavit or a certificate from BBO Consulting to confirm their BBBEE status.

Generic BBBEE verifications are verifications that are required for companies or entities that have an annual turnover of more than R50 million, or that do not qualify as EMEs or QSEs. Generic BBBEE verifications are done by accredited verification agencies that have been approved by the South African National Accreditation System (SANAS). Generic BBBEE verifications involve measuring the performance of the company or entity against the seven elements of the BBBEE scorecard, namely ownership, management control, employment equity, skills development, preferential procurement, enterprise development, and socio-economic development.

 

BBO Consulting does not do generic BBBEE verifications because we are not an accredited verification agency, and because we do not want to compete with the accredited verification agencies that are specialised and authorised to do generic BBBEE verifications. We therefore only provide BBBEE certificate services for EMEs and QSEs.

BBO Consulting does however have extensive experience in dealing with optimizing one’s generic BBBEE rating.
